The organizing committee will issue the theme and guideline of the
competition in every April. It is suggested that every country recommend
3-person teams to join in the competition, with the support of their
universities, diplomatic and academic institutions. The team is required
to discuss about the governance and development problems in its country
or in the sub-region alike, do the research and give advice and
innovation plans on the problems.
The team is due to hand in its work to the organizing committee in October and each team will be assessed by the international academic committee according to a set of requirements. And 12-24 teams can earn themselves a chance to the final.
The final competition will be held in the next January or February, in Nanning, Guangxi Province, China, which entails all teams’ attendance. The first round is based on the original team, where the most valuable and innovative teams will be given awards accordingly, while the second round is carried out internationally, which means the original teams will be dismissed and changed into international ones. And their original work will be rearranged to the new teams by drawing lots. The multinational team shall make further modification and refinement, which requires international teamwork and collaboration. Meanwhile, the international academic committee will provide advice and help. In the second-round competition, the best international team and the optimal plan will be awarded, which means they will get 20,000 to 50,000 RMB for their further pioneering practice and career, with the help of the mentor group.

The venture capital might be given based on the assessment of the mentor group.
